Letter to Østfold Hospital Trust
The Parliamentary Ombud has expressed concern regarding the prolonged use of mechanical restraints in two security sections at Østfold Hospital.

The case is based on the Parliamentary Ombud Act § 17, second paragraph. This provision allows the Ombud to “conduct investigations” with a view to preventing torture and other cruel, inhuman, or degrading treatment or punishment. As a national preventive mechanism, the Parliamentary Ombud can make recommendations to improve the treatment and conditions for persons deprived of liberty and prevent torture and other cruel, inhuman, or degrading treatment or punishment.
