The NPM to the Un Committee against Torture: Worried about extensive use of isolation in all sectors.

In the preparing meeting with the UN subcommittee of prevention of torture, the NPM expressed concerns about the use of isolation and similar practices in prisons, mental healthcare, child welfare institutions and police immigration detention centre.

The subcommittee held a premeeting with the Parliamentary ombudsman before the examination of Norway’s follow up of the UN Convention against Torture.

The NPM expressed deep concern over the use of isolation in places where people are deprived of their liberty. The concern addresses isolation of mentally ill and those suffering from high risk of suicide in particular in prisons.

Visits have shown that some child welfare institutions exclude the adolescence from the community to an extent amounting to solation.

The NPM also expressed concerns about the use of ECT on the grounds of necessity.
