Sectors covered by the National Prevention Mechanism’s mandate
Under its prevention mandate, the Parliamentary Ombud has a right to visit all facilities where someone is, or could be, deprived of their liberty. This includes both public and private institutions and facilities.
The Parliamentary Ombud has visited prisons, police custody facilities, police immigration detention centres, mental health care institutions, and child welfare institutions. The Ombud can also visit places where people are temporarily detained, for example during transportation by car or plane, holding premises for people waiting to be questioned by the police, or urgent care or emergency rooms.
The Parliamentary Ombud has access to all places of detention and all information that is relevant to the conditions for people deprived of their liberty.
